PARIS: Four European nations Thursday urged Israel to stop what they called increasing &quot;settler violence against Palestinian civilians&quot; in the occupied West Bank.&nbsp;&quot;We -- France, Germany, Italy, the United Kingdom -- strongly condemn the massive increase of settler violence against Palestinian civilians and call for stability in the West Bank,&quot; they said.&nbsp;&quot;These attacks must stop,&quot; they added, saying they risked undermining plans to end the Gaza war and prospects for long-term peace.&nbsp;Israel has occupied the West Bank since 1967.&nbsp;Violence in the West Bank has soared since Palestinian militant group Hamas&#39;s October 2023 attack on Israel triggered the Gaza war.&nbsp;It has not ceased despite the fragile truce between Israel and Hamas coming into effect last month.&nbsp;Israeli troops or settlers have killed more than 1,000 Palestinians in the West Bank -- many of them militants, but also scores of civilians -- since the start of the Gaza war, according to an AFP tally based on Palestinian health ministry figures.&nbsp;At least 44 Israelis, including both soldiers and civilians, have been killed in Palestinian attacks or Israeli military operations, according to official Israeli figures.&nbsp;Israel&#39;s military on Wednesday launched a new operation against Palestinian armed groups in the occupied West Bank. The proposal, endorsed at a cabinet meeting and submitted by Israeli Prime Minister Benjamin Netanyahu and Minister of Immigration and Absorption Ofir Sofer, sets out a two-phase arrival schedule. By the end of 2026, 1,200 people are expected to arrive, with the remaining 4,600 arriving by 2030, according to the Times of Israel. Who are the Bnei Menashe?The Bnei Menashe identify as descendants of the biblical tribe of Manasseh, regarded as one of Israel&rsquo;s &ldquo;lost tribes.&rdquo; For decades, members practiced a form of Judaism mixed with local traditions before seeking formal recognition. Their immigration has taken place in waves, supported largely by private organizations and the state. Resettlement plan and costsUnder the plan, the first phase will cost approximately 90 million shekels ($2.75 million), covering immigration arrangements, conversion, accommodation in absorption centers, Hebrew language training, and integration into education and employment.&nbsp; According to the official Israeli press statement, the Jewish Agency will manage and finance pre-immigration preparation and flights, investing additional funds in support of diaspora communities. Although members of the Bnei Menashe began arriving in the 1990s, Israel formally recognized the group as descendants of a biblical &ldquo;lost tribe&rdquo; only in 2005, when the then-Sephardi chief rabbi issued an endorsement, according to the Israeli newspaper Haaretz. Settlement expansion&nbsp;The decision comes as Israel continues significant settlement expansion in the occupied West Bank. Earlier this month, the Times of Israel reported that tenders for a record number of housing units were published in 2025. A joint statement by Katz and Smotrich described the security cabinet&rsquo;s decision as &ldquo;a step that will change the face of the area and shape the future of settlement for years to come,&rdquo; the Times of Israel reported. &ldquo;The new settlements are all placed within a long-term strategic vision, whose goal is to strengthen the Israeli hold on the territory, to avoid the establishment of a Palestinian state, and to create the basis for future development of settlement in the coming decades,&rdquo; Katz&rsquo;s office said as reported by Times of Israel. The attack Sunday in the town of Turmus Ayya, which was captured in videos obtained by The Associated Press, came as Palestinians say settler violence in the region is worsening. The United Nations and rights groups have raised the alarm as harvest season begins and Palestinian farmers are at growing risk while gathering olives.&nbsp;Settler violence skyrockets&nbsp;&ldquo;Settler violence has skyrocketed in scale and frequency,&quot; Ajith Sunghay, the head of the UN Human Rights Office in the Palestinian territory, said in a statement released Tuesday. &ldquo;Two weeks into the start of the 2025 harvest, we have already seen severe attacks by armed settlers against Palestinian men, women, children, and foreign solidarity activists.&quot; In one of the videos obtained by the AP, a masked man was seen running through an olive grove and beating at least two people with a club, including a woman as she lay motionless on the ground. The masked man appeared to be wearing tzitzit, a ritual fringed garment for Jews.&nbsp;The woman was hospitalized with serious injuries, the Ramallah-based Palestinian Health Ministry said. Torched carsIn a separate video, more than a dozen masked men were seen running down a village road alongside an olive grove, pursuing a car. One settler clubbed the car and opened the door. A passenger managed to escape and run away with the group of men running after him. A third video showed flames and smoke rising from several torched cars. Israel&rsquo;s Channel 12 reported that the head of the West Bank police force said in an internal police WhatsApp group that the footage of the masked settler beating the woman &ldquo;kept him up at night&rdquo; and instructed officers to bring the settler to justice. Israel&#39;s military and police did not respond to an AP request for comment on the attack.&nbsp;Palestinian American population&nbsp;Turmus Ayya, whose population is predominantly Palestinian American, has long been a target of settler attacks, but villagers say the violence worsened during the Israel-Hamas war. It is nestled in a valley surrounded by hilltops crowned with Israeli settlements and outposts. Since the killing of a 14-year-old Palestinian-American, Amer Rabee, by Israeli forces in the town in April, protests against settler violence and the military&#39;s perceived failure to curb it have provoked regular clashes with settlers.
